Three Bridges Advisors was founded and is led by David W. Jolly, an attorney and industry professional with over a decade of service in senior positions within the United States Congress and additional career experience in government relations and law. Three Bridges Advisors clients are also served by Alan J. Suskey, a United States Army and Operation Iraqi Freedom veteran with remarkable experience working within the United States Congress and within the government affairs practice of an internationally-recognized non-profit research and development institution. Clients are likewise served by the strategic counsel of our extensive network of advisors with experience working within the Department of Defense, Department of Homeland Security, highly regulated federal industries, elected municipal offices, private development, asset management, national non-profits, and industry accelerator and incubator programs.

David Jolly serves as President of Three Bridges Advisors, managing a large and diverse portfolio of federal policy and budget matters while promoting the highest industry standards and a commitment to regular pro bono activity.
Mr. Jolly is in his fifth year providing federal relations consulting and advocacy services to clients throughout the country and throughout multiple industries, following 12 years working in the United States House of Representatives. His service in the United States House of Representatives included serving five years as General Counsel to the then-Chairman of the House Appropriations Committee and now current Chairman of the House Appropriations Subcommittee on Defense.
Mr. Jolly’s portfolio of past and current clients includes private and publicly held businesses, research universities and higher education institutions, large municipalities, asset management groups, industry associations, community and economic development organizations, think tanks, non-profits, and land-use and real property development organizations.
Mr. Jolly is candidly bi-partisan and works regularly with Members from both sides of the political aisle. He is known as a trustworthy advocate with demonstrated industry acumen and has achieved remarkable results for clients with significantly diverse interests. In addition to his professional portfolio, Mr. Jolly remains committed to pro bono activities and advocacy projects. In recent years, Mr. Jolly has served as a pro bono advisor and advocate for Support Jessie’s Law, a national non-profit committed to securing resources for law enforcement to track and apprehend child predators. Mr. Jolly has likewise served as a volunteer consultant to a consortium of Central Florida Veterans Service Organizations to help secure funding for facilities for underemployed veterans and at-risk youth. While on Capitol Hill, Mr. Jolly worked closely with the Commands and with service member families at Walter Reed Army Medical Center and National Naval Medical Center Bethesda.
Mr. Jolly helped found and serves on the Board of Directors of the non-profit Florida Federal Contractors Association, an economic development organization in Central Florida advancing the interests of the federal contracting community. Additional past and present Board service includes the Board of Advisors for the Elder Law program at Stetson University School of Law in St. Petersburg, the Tampa Bay Veterans Alliance, the Boys & Girls Clubs of the Suncoast, the Suncoast Tiger Bay Club, and the Town of Indian Shores Public Services Committee and Board of Adjustment. Together with his wife, Mr. Jolly has also established a law school scholarship for working professionals engaged in an evening Juris Doctorate program.
For his industry leadership and community contribution, Mr. Jolly was recognized by the Gulf Coast Business Review in its July 2009 “40 Under 40” profile of leading regional professionals.
Mr. Jolly received his Bachelor of Arts in History from Emory University. He then studied in the evenings to earn a Juris Doctorate cum laude from the George Mason University School of Law. From 2001-2002, Mr. Jolly served as an Associate Attorney in the Securities Enforcement practice of Fried, Frank, Harris, Shriver & Jacobson. He is admitted to practice in both the District of Columbia and the Commonwealth of Virginia.
Alan J. Suskey works with companies and major research institutions to advance federal and state policy and budget matters, while regularly contributing to community service and industry alliances.
Mr. Suskey builds his practice on his experience as the Congressional Liaison for SRI International and staff service in the U.S. House of Representatives. At SRI, Mr. Suskey developed and implemented both the federal and state legislative strategies for the world-renowned research institute, leading to increased funding, strategic partnerships and market exposure. While with the United States Congress, Mr. Suskey served as the military aide to the former Chairman of the Appropriations Committee and current Chairman of the House Appropriations Subcommittee on Defense.
Prior to serving on Capitol Hill, Mr. Suskey served honorably in the United States Army. During his eight years of service, he held multiple leadership posts to include leading our brave men and women in combat. He was a member of the initial invasion force in Iraq and subsequently served two year-long tours of duty in Baghdad, Iraq. The recipient of multiple awards for service to our country, including eight Army Commendation Medals and the Valorous Unit Award, Mr. Suskey was honored as the United States Army Europe “Soldier of the Year” in 2002. He went on to compete at the first United States Army Soldier of the Year Competition later that year.
Mr. Suskey enjoys working with Members and staff from both political parties and in both chambers of the Legislative Branch. He is known as a strategic advocate with a unique ability for building partnerships among varied industry groups and government entities. In addition to his legislative advocacy, Mr. Suskey has maintained a leadership role within his community. He serves on the Board of Directors at the Pinellas County Science Center, the Florida Federal Contractors Association, AMI Kids Pinellas, and on the host committee for the U.S. Coast Guard Foundation’s annual tribute dinner. As a board member of the Science Center, he assisted the Chairman and Executive Director in reshaping the mission of the Science Center into one of leading in Cyber Security education for the region. This program, a partnership with Raytheon and St. Petersburg College, will allow young high school students to earn credentials and training in the field of Cyber Security.
Mr. Suskey studied while on Active Duty with the U.S. Army to receive his Bachelor of Arts in Political Science from The American Military University. He is a proud husband and father of a three year old son.
John W. Casterline provides legal research and support to Three Bridges Advisors and Three Bridges Law in furtherance of client advocacy in legislative and regulatory matters.
After graduating Phi Beta Kappa and receiving his Bachelor of Arts in Philosophy and Bachelor of Science in Sociology (magna cum laude) from Virginia Tech, Mr. Casterline enrolled in the University of Virginia School Of Law. While a law student, he gained valuable experience working behind the scenes with the Clerk’s Office for the Fairfax County Circuit Court, and later with the Misdemeanor Trial section of the Department of Justice in Washington, D.C. At the Department of Justice, Mr. Casterline assisted with the prosecution of misdemeanor drug crimes, often appearing in court.
Upon receiving his Juris Doctorate, Mr. Casterline was employed under the General Counsel at Travelex Global Business Payments, Inc., managing the Regulatory Affairs division. During his tenure at Travelex, Mr. Casterline oversaw the licensing, auditing, and regulatory compliance functions of the corporation, and worked with the General Counsel on matters of corporate law and governance.
